Emma Theofelus

Minister Emma Inamutila Theofelus is the Minister of Information and Communication Technology for the Republic of Namibia and serves as a Member of Parliament. Known for her policy-adjacent activism, Minister Theofelus has championed issues such as gender equality, children's rights, sustainable development, and the fight against youth unemployment. Earlier in her career, she held leadership roles as Deputy Speaker of the Youth Parliament of Namibia, a Board Member of the National Council of Higher Education, and the Junior Mayor of Windhoek. In recognition of her outstanding contributions, she was awarded the Laureate in the Individual Category of the United Nations Population Award in 2022. Minister Theofelus holds an LLB (Honours) from the University of Namibia, where she also served as Secretary General of the Student Union. She earned a diploma in Business Management from Amity University and a diploma in Afrikan Feminism and Gender Studies from the University of South Africa. She is currently a Master’s candidate in ICT Policy and Regulation at the University of Witwatersrand.
